LV1 types: cachepool

When the LV arg is a cachepool, then create a new LV and attach the cachepool arg to it. (variant, use --type cache and --cachepool.) When the LV arg is not a cachepool, then create a new cachepool and attach it to the LV arg (alternative, use lvconvert.)
